The income criteria is based on total household income, both taxable and non-taxable, with certain exceptions. The instructions for Line 11 say ... Enter on line 11 social security payments not included on line 9 (AGI), including all payments received under the Social Security Act and veterans disability pensions, reduced by any Medicare premiums deducted from your benefit, reported on Federal Form SSA-1099, TRX carries the social security amount from the SS worksheet, but does not reduce it by the Medicare premiums also on that worksheet.
