To get a Social security number do you have to be either a u.s. citizen or resident alien? Under what other conditions could you be issued an SS number? Doesn't the ITIN numbers start with an 9?

I think your question is a social security administration question and not a tax question. Go to SSA.gov and do research there or call their toll free number for your answer. Their toll free number is like the IRS toll free number, VERY BUSY!

SS Administration gives social security numbers to US Citizens, Legal Permanent Residents, people with Work Authization from DHS and to certain visa holders. EVERYONE that qualifies to get a social security card knows it. If they don't know it, they DON"T qualify and an ITIN request is in order. Yes, Itins start with a 9.
