CIV PEN -> IRS Notice

Hello one of my client recieved an IRS notice that reads:

Form CIV PEN Tax Period Jan. 31, 2003

I have never seen a form like this, just wonder what does CIV PEN mean? Cival Penatly is what I am thinking.

The same thing happened to a client of mine had to put him on installment agreement til I can find out what it is all about.On your 2848 you must list civil penalty.There is one department that handles this and you must write to them.Hot line can only give you the address not give you any information.It has been 60 days no answer.
