I need some direction from the more experienced folks here. I know the employer is not allowed to withhold W-2. What I am seeking is the most expeditious route to solve this issue.

Get last paycheck stub and paper file. Another way is to request a copy from the IRS, which will take some time.

You want the easiest, quickest way? Give the client $40 and send him over to the ex-employer to get his W-2. And then add $50 to your bill for your troubles.

The others suggests are valid, but you asked for the most expeditious route.
