These changes are effective for returns beginning January 1, 2011. -Clients can no longer opt-out of e-file. -Form TR-800 Taxpayer Opt-Out and Reasonable Cause Record for Tax Return Preparers has been eliminated. -You cannot charge a separate fee for e-file.
