For purposes of the education credits, certificate programs are generally considered equivalent if they involve the same level of study. Coursework as an intern or apprentice might qualify if it is part of an undergraduate program at an accredited school. A masters or doctoral program is always considered to be post-graduate work. A second bachelor's degree does not qualify. Quote
