How can I attach a statement to a 1065 K-1 that is going to be electronically filed? I also need that statement to go to the partner.

Depends on what sort of statement you mean. If you mean the sort of thing that goes on Item M, you enter the Explanation on the "Detail - Items" tab. There is room for 5 lines there.

For Line 20, Code Y, it's entered on the Global Info tab near the bottom of that page.
