Sch-M Economic Recovery Payment - Federal Pensioner

My client is a Federal Pensioner, Office of Personnel Management (OPM), he does not receive Social Security Benefits (SSA-1099). Doesn't believe that he received any economic stimulus payment in 2009. Does OPM issue economic stimulus payments like Social Security? If not, I guess that I should enter $250 on line 11 of Sch-M and provide him with a $250 credit. He has no earned income (W-2 or Self-employed income)in 2009.

Yes, use Schedule M. OPM did not send out $250 economic stimulus payments.
