Fingerprints For Efile

I am just reading a notification from the Service regarding efile providers having to be fingerprinted. I am thinking this requirement is for new applicants only and that us long time providers are exempt. Right ?

The new fingerprinting rules are for new applicants or for modification to add new principals or responsible parties to an existing account.
