out of state partnership for NJ and NY, need to file state return?

PA partnership has NJ and NY resident partners. According to NY and NJ partnership return instructions, the partnership should file both NY and NJ return. Am I right?

I am just curious as I saw several other cases where no NY/NJ returns were filed by a out of state partnership. Thank you!

I don't have that situation, but I know both NJ and NY are VERY aggressive re nexus and expecting returns. Follow the instructions unless you have a NJ &/or a NY authoritative source telling you otherwise.
