CARES act - application definition of COGS

The application for Disaster Relief is asking for COGS.  Now - is that truly COGS ?  Or do we include operating expense?

I think it's truly COGS. In going through it with a client via messaging, later the application/bank asked for rent, utilities, and payroll. But, I was just answering the questions via message that his bank asked him via telephone, so it could've lost in the translation.

You know when you fill out these things you're always trying to second guess what the bank is thinking.

And, the bank is trying to figure out what the SBA is thinking!
