Ohio City Tax Help Needed

It seems the general city tax form cannot be efiled, so I tried to do a RITA return. This is a part-year moved to Ohio return.

I've only got one red message: E-file exclusion: All Section A entries must be made on form W-2.

When I click on the error, it takes me to the Sec Wage Stmt.

Is it just not possible for me to efile this return?

Never mind. I just told the client to do it themselves on their city's website.
