2017 Tax Organizers and Engagement Letters

Does anyone know how to add Tax Organizers AND Engagement Letters to all marked returns? When I try it, currently only the Organizers are being included but not the Engagement Letters. Please help.

Under Preferences, Select Forms, do you have both organizer letters checked?

When you create Organizers, did you check the box to add letters?

I just tried it with one return and the engagement letter was included but I had all the boxes checked. I also chose marked returns as opposed to all returns.
