Dependent child to file own taxes to get federal withheld back, if it's a small amount, are they required to file state?

He made about $3k, getting back a couple hundred in federal and state he owes $8.  He doesn't have to file, but my question is, if he files federal, does he have to do state as well?

if he owes State 8 dollars then he is required to file.  If below filing requirements for Federal then no he doesn't have to file but why wouldn't he if he gets refund.

Yes, of course if you owe you're required to file.  Has nothing to do with whether he is required to file a federal return. Or whether he does file a federal return.  Do taxes.  Make money.  I stole that saying, but it's a nice saying.
