Filing state return for rebate?

If you are filing a return solely for the purpose of rebate, are you filing the state return too? I am in Iowa.

I am not filing state.

I am in MI, the last two I State filed, both had state credits. Both are senior citizens who I told last year (per phone call) that income was below filing requirement, true answer but flawed.
