Catherine, When I closed my office after thirty five years, I had to walk away knowing that I probably will never see payment for some work performed. I was surprised when the decency of some clients paid up. I still never collected all due me, but I'll live with that. I only pray the client can.... Good luck Girl... Hugs All Around..........

It’s no secret that tax refund fraud is big business for scammers. The Internal Revenue Service (IRS) estimates it paid $3.1 billion in identity theft fraudulent refunds in filing season 2014. During that same time, the IRS stopped attempts to collect an additional $22.5 billion in fraudulent refunds (GAO study downloads as a pdf). IRS Commissioner John Koskinen has noted before that stopping fraud requires IRS to be a step ahead of the scammers. Congress thinks it has a plan to do just that. There’s just one problem: in the attempt to slow tax refund fraud, millions of families may have a longer wait next tax season to get their refund. With that, the U.S. District Court of Appeals affirmed a 2013 ruling that Congress never gave the Internal Revenue Service (IRS) the power to license tax preparers and the IRS cannot give itself that authority. The court made it clear that if Congress wanted to give that authority to IRS, it could. With that, Congress made noise about doing so in September 2015 and then again in December 2015. That trend continued this week when Senate Republicans objected to a proposal that would have established minimum standards for paid tax return preparers.
