I had a new client walk in today with a box of papers says he hasn't filed since 1987 I've never had this happen before, how far back should I file him

I have a lot of 4136 forms, we are located in a farming community. I have read that due to the Tax Technical Act signed in 2007 that this form must be filed with a paper return. I hope this is incorrect and I am still hoping that they may be E-filed. I have been searching for an answer, but to this point I have no information that is meaningful.
